OFFICE MEMORANDUM
Subject: Payment of Dearness Allowance to Central Government employees – Revised Rates effective from 1.1.2014.
The undersigned is directed to refer to this Ministry’s Office Memorandum No.I-8/2013-E-II (B) dated 25th September, 2013 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 90% to 100% with effect from January, 2014.
2. The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M. No.1(3)/2008-E-11(B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.
3. The additional installment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government employees.
4. The payment of arrears of Dearness Allowance shall not he made before the date of disbursement of salary of March. 2014.
5. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces personnel and Railway employees, separate orders will he issued by the Ministry of Defence and Ministry of Railways, respectively.
6. In so far as the employees working in the Indian Audit and Accounts Department are concerned, these orders are issued with the concurrence of the Comptroller and Auditor General of India.

                              Transfer & Posting for Spouse
As per OM, dated 30.9.2009 of Govt. of India, it is stipulated that both husband and wife working in the same department of central service should mandatorily be posted in the same station, if posts are available, especially to look after the welfare of their children. A decision by CAT Guwahati on the above line may also be consulted in case of need, published in Swamys News for the m/o March 2014 at page 74-75

REDUCE THE RETIREMENT AGE FROM 60 TO 58

  The Central Government has an intention to revise the retirement age of central government employees. This is one of the important topic among all central employees before few weeks. This rootless message creates lot of expectations and unnecessarily planted a seed in their mind.If the government is planning to harvest 2 crores of votes from the employees family, definitely 10 crores of youth will move against this decision.

     If increasing retirement age to scientists senior administrators,doctors,there will be some benefits to the country because of their vast experience. But other cadres like clerks, assistants, and industrial workers need some physical moves and hard work.After the age of 55 physical fitness drastically goes down. At this time work load will affect their body and mind.

      Our country has lots of unemployment problems. Millions of youth are leading their lives without permanent jobs. Any how all seniors has to retire one day. So the best way is recruiting new hands to handle the workload instead of keeping them for years and years.At the same time eligible age for entering government jobs shall also be increased. This kind of act may reduce the unemployment problem at a level. Keeping all this in mind, the retirement age should be reduced from 60 to 58 is the best option to govt to recruit youths. At this stage what really required is sincerity at higher levels of bureaucracy and development of productive nature of workmanship.

Interest Rate  8.7% during the year 2014-15 for GPF : FInmin Resolution

RESOLUTION
It is announced for general information that during the year 2014-2015, accumulations at the credit of subscribers to the General Provident Fund and other similar funds shall carry interest at the rate of 8.7% (Eight point seven per cent) per annum. This rate will be in force during the financial year beginning on 1.4.2014.

Intrest rate for small saving scheme wef 01-04-2014

One of the decisions of the Government based on the recommendations of the Committee relates to revision of interest rates every financial year, to be notified before 1st April of that year.  Accordingly with the approval of the Finance Minister, the rates of interest on various small savings schemes for the Financial Year 2014-15 effective from 01.04.2014, on the basis of the interest compounding/payment built-in in the schemes, shall be as under :

7th Pay commission can suggest the merger of 50% DA in its interim report – The Times Of India

The Union Cabinet on Friday raised dearness allowance to 100% from 90%, benefiting 50 lakh employees and 30 lakh pensioners.The government has also cleared the way for merger of 50% DA with basic pay by approving it among the terms of reference of the 7th Pay Commission. An official said now the commission can suggest the merger in its interim report.He added that 50% DA merger with basic pay will roughly increase the gross salaries of central government employees by around 30%.The Cabinet approved the proposal to release an additional installment of DA and dearness relief (DR) to pensioners with effect from January 1, 2014, in cash, but not before the disbursement of the salary for the month of March 2014 at the rate of 10% increase over the existing rate of 90%, said an official statement.Central government employees as well as pensioners are entitled for DA/DR at the rate of 100 per cent of the basic with effect from January 1, 2014, it said.The government has estimated that the combined impact on exchequer on account of both DA and DR would be Rs 11,074.80 crore every year.

Guwahati GPO had went live and successfully implemented Core Banking Solution on dated 24.02.2014 and inaugurated by DG Posts Ms. P. Gopinath madam along with present CPMG and DPS (HQ). 

As on date, 57 Head Post offices and 11 Sub Post offices have migrated covering 64 lakh accounts.  By 31.03.2014, 700 more Post offices will be covered. All the 26,840 Post offices would be functional in CBS by 2016.
